Ringing in the New Year with an Investment Bust?


In an attempt to kickstart business investment, President Bush signed legislation in March 2002 that, among other things, allowed firms to immediately expense (depreciate) 30 percent of the cost of certain equipment and software purchased within a specific timeframe. The data suggest that the legislation did increase business investment.
